Email Exchange on Impact Fees

Good morning,Mike. I’ve read all your e mail summaries, which I very much appreciate.
Impact fees and special incremental taxing districts seem to be the concepts being debated. Each seems to have certain deficiencies, and I do not intend to try to offer a preference. And this will in no way ben a political season essay, but instead another reminder that public policy defines learning environments.
But I have run across something I want to understand more and perhaps focus upon, an issue you mentioned in one of your e summaries. It seems that public schools were among the public facilities classifications included in mandated impact fees for developments prior to 1999. Is this true, and who lead the initiative to remove schools from such a list. and why?

Please see below that on 4/2/08, Randy Scott asked “Elected Officials” to contact Senator Leatherman,
Chairman of the Senate Finance Committee, to stress the importance of passing Senator Scott’s
Bill, S. 107, introduced in 2006 and that, if passed, would allow local governments, upon referendum
approval, to impose an impact fee for the construction of schools. A copy of this S. 107 is in
